Kirkpatrick Explains Missouri Ballot Proposals for 1976
Secretary of State James C. Kirkpatrick outlines two constitutional amendments and a proposition on the November ballot. Amendment No. 1 would raise the state sales tax by one eighth of a percent for conservation funding beginning July 1, 1977, to expand land purchase and improve conservation programs. Amendment No. 2 would ban state and local sales taxes on food and prescription drugs starting January 1, 1978, with proposed revenue- replacement options discussed by supporters, while critics warn of large losses to localities and state government.

Water illness prompts 12 appendectomies in Holland Patent
In Holland Patent New York at least 12 children required emergency appendectomies after an intestinal disease mimicking appendicitis. State Health officials link the outbreak to a contaminated village water system drawing from a dammed stream fed pool near grazing animals. About 30 people, mostly children, have fallen ill with fever vomiting diarrhea and rashes. Water has been boiled, fountains closed, and trucking of potable water underway while investigators test wells and the village system. The bacteria involved is yersinia with a 10 percent mortality, spread via animal and human fecal matter.
