Conferees Reach Pipeline Bill To Allow Alaska Oil Project
Washington lawmakers reached a conference agreement on a pipeline bill authorizing immediate construction of the 789 mile Alaska oil line. The measure shields the project from delays by environmental lawsuits and sets a 25 foot right of way with extra space as needed for construction, safety, and environmental work. It blocks suits except under the Constitution, effectively excluding National Environmental Policy Act challenges. The pipeline would move crude from Alaska's North Slope to Valdez and then to the West Coast, with North Slope reserves estimated at no less than 10 billion barrels and a planned peak flow of about two million barrels per day against domestic use of 22 million.
