Senate rejected a proposed constitutional amendment by a 57 to 17 vote that would permit freedom of choice plans in public school assignments. Sen. James B. The proposal claimed schools must be open to all races and origins and gave states broad authority to assign students, criticizing federal control of local schools amid ongoing desegregation battles.
