Subcommittees named to study Missouri capital plan
Eight subcommittees of the House Appropriations Committee were named to conduct on-site studies of state institutions for a $250 million capital improvement bill. The groups will visit about 130 to 140 sites starting Dec 1, with bonds financing the measure if approved. Gov. Hearnes’ income tax proposal faces uncertain fate as legislators seek other solutions.

Hearnes Expected To Be Named National Committeeman
Gov. Warren E. Hearnes is expected to be named national committeeman for the Missouri Democratic party later today despite a court bid to delay a state committee meeting. State chairman Delton I. Houtchens said the 60 member panel will proceed with its business as a suit contests district committee legitimacy. The move follows a suit filed in the State Supreme Court for Normandy township county committeeman Edward Ford Jr. against Sen. Robert A. Young and Richard W. Dunne, challenging Young’s chairman election last Aug. 25. Hearnes seeks to maintain his political profile as he nears the end of his second term.
