City faces alternative plan after ruling on NYC debt moratorium
New York Governor Hugh Carey reacted to a Court of Appeals decision that a three year debt repayment moratorium for New York City was unconstitutional. The ruling delays immediate payments by 30 days for a plan review, raising bankruptcy risk if no new recovery plan is devised. The federal loan program will not force immediate repayment, officials said, as meetings with federal and city leaders begin.
