Gonzales warns banks taken over by crooks

Washington AP reports Rep. Henry B. Gonzales says it is easier for a crook to take over a million-dollar bank than to open a beer hall. He urges legislation to bar banks from loaning for buying shares in another bank and seeks federal preapproval of ownership changes. He cites rising bank takeovers in 15 years and outlines how new owners can milk resources, consolidate policies, and dump bad loans. He notes current law only requires FDIC reporting with no review power. He has protested a San Antonio takeover.
