Kickbacks In Home Frauds Exposed In Senate Probe
John Morales testified before the Senate antitrust subcommittee recounting kickbacks to mortgage and insurance officials that aided misuse of federal inner city home ownership programs. Morales described $5 to $25 tips to paper handlers, inspectors, attorneys, and title lawyers, revealing large profits from over priced, government backed homes. A second witness, Gerald Canavan, cited unrecorded payments to Bernard Roth of United Institutional Servicing Corp as decisive in mortgage pricing. Morales, now in Puerto Rico, said speculators bought homes under $10,000 and resold to minority families with margins up to $14,000.
