House Rejects Limits On Campaign Funding
Jefferson City Missouri House rejects proposed caps on individual and committee contributions to candidates. Rep Jack Buechner argues limits curb influence from PACs and donors, but the measure fails 56 to 21 as debate on 1974 Campaign Practices Act revisions continues to seek court compliant changes.

Senate approves MU budget with targeted allocations
Senate Appropriations Committee endorsed House funding for the University of Missouri and eight other state colleges. MU would receive 136 million with 123 million for four campuses and 6.2 million for extension, 1.6 million for research, and 5.2 million for central administration. Other schools’ allocations ranged from 5.2 to 16.5 million, while Northeast Missouri State received a boost to 10.3 million. The panel rejected campus-by-campus line items, arguing centralized limits prevent campus lobbying. The full Senate will consider the bill as work on Missouri's 3 billion operating budget continues.

Metropolitan Transit Tax Gains Okay For Extension
The House Motor Vehicle and Traffic Regulations Committee unanimously approved a bill to extend the half cent special transportation tax in Kansas City and St. Louis for two more years. The measure, already Senate approved, would push the deadline to December 31, 1979 and allow the Area Transportation Authority and Bi-State Transportation Authority to subsidize public transit. Senate support and sponsor Sen. Harry Wiggins were cited. Also in momentum, a Senate Committee considered establishing a Committee on Employment of the Handicapped to advise state agencies serving disabled workers and partner with groups to promote employment. The plan would reside in the Department of Labor and Industrial Relations, aiming to increase acceptance and job opportunities for handicapped persons. Sonntag cited economic benefits, including potential tax revenue gains if disabled workers are employed.
