Former Army Head Calls For Amnesty Plan
Former Army Secretary Robert Froehlke urged Congress to enact blanket conditional amnesty for Vietnam draft evaders and case by case mercy for deserters. He proposed a nonpunitive board to review deserters, urged forgiveness to heal national hurt, and warned amnesty should not undermine future drafts. Senator Taft argued Congress can legislate amnesty despite DOJ opposition, stressing practical methods to reintegrate about 30,000 fugitives without deeper national rifts.
