Ceremonies Make Pact Official
Twelve governments of East and West gave the Vietnam peace settlement world approval in a ceremonial signing by foreign ministers of the Big Five, the contending regimes, and the four supervising countries. The nine point declaration binds outsiders to quit meddling and sets up a system to handle violations, with six signatories able to reconvene if serious breaches occur. The move links the Soviet Union and China to the settlement, seen as a restraint on Hanoi.
