McGovern Revises Welfare Plan as Campaign Near Edge

Sen George McGovern, nearing the Democratic nomination, says he is revising his welfare reform plan. He told labor leaders in Oklahoma City that 80 percent of taxpayers would get a financial break, while the top 20 percent, especially those earning $30,000 a year or more, would pay more. He offered no specifics, noting wrinkles to be worked out. He previously proposed a $1000 annual guaranteed income per person, aimed at families earning $12,000 or less, but faced strong opposition for moderate-income families. He spoke in San Antonio and planned stops in Arkansas and Georgia to win more delegates, criticizing Nixon’s Southern strategy as old as the Civil War.
