House Farm Bill Sets 37500 Dollar Subsidy Ceiling
The House Agriculture Committee approved a sweeping general farm bill with a 37500 dollar per-crop subsidy cap and a target price plan for wheat corn and cotton. Supporters frame it as a path to floor action in July despite potential veto risk. The plan keeps food stamp programs, but drops the wheat certificate program and seeks to adjust subsidies via target prices tied to costs. The vote was 31 to 4 with Rep. Wampler present.

United States and the Soviet Union signed their first tax agreement to prevent double taxation on citizens and trade. Secretary of the Treasury George P. Shultz and Soviet foreign trade minister Nikolae S. Patelichev signed at the Treasury Department. The pact exempts profits of American companies selling to the Soviet Union from Russian tax and exempts Soviet earnings from U.S. tax when through a general commercial agent. The treaty takes effect January 1 if Senate ratifies, for at least three years and then indefinitely unless ended with six months’ notice.
