New Death Bill Requires 2 Trials
Missouri Governor Teasdale signed a second constitutional death penalty bill on May 26, adopting a two trial approach. The measure mirrors Georgia style two trial schemes, requiring guilt verdict first and a separate penalty phase with aggravating factors. The law excludes inmates already in prison and includes optional mitigating considerations.

Banned Insecticides Not Sole Cause Of Cutworm Rise
Iowa State University entomologist Dr. Bill Showers Jr. says the black cutworm invasion in the Corn Belt stems from warm weather, minimal tillage, and timely rains, not solely from banned insecticides. He notes current chemicals are lacking for preventative use and urges development of a prophylactic solution to prevent future outbreaks.
