Federal security flaws risk false welfare claims systemwide
Auditor findings warn that the ARS network linking 33 federal agencies and 2,190 terminals to the Social Security and other programs has weak security controls. A private insurer could submit fake SSI requests that the system accepts, highlighting holes in terminal identity and data transmission that the SSA and HEW urge to fix, with the VEP naming Vivian Malone Jones as new executive director.

Begin Carter talks foster fragile Mideast peace hopes
In Washington, Israeli Prime Minister Begin and President Carter project harmony after Begin presents a fresh peace blueprint. Arabs demand full 1967 land return and Palestinian statehood, while Begin resists pre-talk commitments. Some see October as a doubtful target for a broader conference as Dayan plans a September Washington visit to push concrete concessions.
