Peace Proposal Puts Up Obstacles
The new seven point Communist peace package at the Paris talks may block prisoner releases by forcing Saigon to free Viet Cong terrorists. It calls for all prisoners to be released, including hundreds of Viet Cong held by Saigon, potentially clashing with Nixon's demand for release of all war prisoners. Saigon insists the matter of terrorist detainees is internal and outside Paris talks.
