Jefferson City ap reports Missouri state government restructuring is now in effect after four years of planning. Over 100 agencies reorganized into 19 departments plus the Office of Administration under Gov Bond. Outcomes, employee shifts, and legal questions loom as the new structure begins to operate and agencies submit budgets and programs.
County officials will attend two meetings this week. A Columbia seminar will cover federal fair labor standards law and who is covered by minimum wage and overtime rules. County election officials will receive 1.90 per hour for 13 election day hours, totaling 24.70. A Hannibal meeting will discuss flood disaster aid. State inspectors noted washed out bridges and seven culverts in Thompson District, with an estimated replacement cost of 24000.
State Mental Health Director Harold P. Robb was reappointed by a new Mental Health Commission after a Friday meeting with Gov. Christopher S. Bond. The panel, in a closed session, voted to retain Robb to lead the department under government reorganization. Also, Dennis and Laura Winkelman of Martinsburg welcomed an eight pound six ounce son at Audrain Medical Center. Glaziers repaired a broken south courthouse plate glass panel damaged by a beer bottle throw over the weekend.
The King family endures a third tragedy as Mrs. Martin Luther King Sr. is shot at Ebenezer Baptist Church after her son Martin Luther King Jr. and his brother A D King had died. The King women and grandchildren face a tumultuous toll with Yolanda 18, Martin Luther King III 16, Dexter 11, Bernice 10.
Washington AP Charles W. Colson says Watergate created a climate of revenge and hatred that pushes punishment over reform as he prepares for federal prison for obstructing justice. He urges public financing of campaigns and warns against neglecting reforms to pursue punishment. The former White House official cites Nixon era hints and says he is ready to testify on facts known to him.
The Federal Trade Commission announced an industrywide expansion of its grocery price probe. It has subpoena power if needed to examine competition market concentration and price levels in stores. The initial phase targets Atlanta Denver Detroit Jersey City Washington and Little Rock Ark.
AgriTrans Corporation announced by CF Industries president R R Baxter to form an interregional transportation cooperative. Initial owners include CF Industries Farmers Grain Dealers Association of Iowa Farmers Union Grain Terminal Association Illinois Grain Corporation Missouri Farmers Association St Louis Grain Corporation. AgriTrans will move nitrogen and phosphate fertilizers from CF plants in Florida and Louisiana via the Mississippi and inland waterways to Midwest terminals then barge members grain to Gulf Coast export facilities. CF Industries bought Rose Barge Line stock in February. Rose Barge assets were liquidated into CF and transferred to AgriTrans on June 30.
Saline County sheriff issues statewide bulletin for arrest of three bogus lightning rod inspectors who bilked an 80 year old woman and 72 year old man in Assaria out of 1166.50. The men posed as government inspectors from Topeka and used altered checks to cash funds.
Senator Lowell Weicker of Connecticut proposes sweeping reforms to curb political abuses from Watergate era. He backs a direct national primary for presidential nominees, a legal ban on domestic electronic surveillance, and an elected attorney general to sever the Justice Department from politics. He argues Nixon and aides violated the Constitution at least 170 times, with major abuses across the document.
AP reports Bill H. Welch, 39, of Columbia, an employee of the University of Missouri Medical Center, is named financial director of the new Department of Consumer Affairs Regulation and Licensing. Alfred Sikes, department director, said Welch will be on leave from the university. Welch has since 1968 served as assistant director for fiscal affairs with the Missouri regional medical program.

The Missouri Division of Water Safety said its water patrol issued 66 citations for the week ending Sunday. They handed out 262 warnings and conducted 404 boat inspections. The most common offenses were skiing violations with 16 citations and riding on the bow and gunwale with 13.
Washington AP reports heavy House opposition to a 30 day extension for the expired Export-Import Bank as lawmakers push to curb Soviet trade loans. The plan, set for a two thirds vote, arrives amid a busy agenda including Amtrak funding and aid for poor countries.
The Ethiopian army says it is arresting former government officials in Addis Ababa but will not overthrow Emperor Haile Selassie or Prime Minister Endalkachew Makonnen. The action follows a February mutiny that toppled the prior government, with 25 officials indicted in April and at least 50 others detained since.
Southwestern Bell Telephone Co will file a rate increase request with the Missouri Public Service Commission totaling 52.3 million dollars per year. The plan would raise residential single party service from 7.85 to 9 dollars monthly and Pay Phone use from 10 to 20 cents. Shockley cited inflation and higher costs as key drivers, with broader increases for party lines, installation, new phones, toll and long distance calls. If approved, company net after taxes would be 24.8 million annually from the 52.3 million rise.
Princeton AP Gallup poll finds about 72 percent of 1,509 adults interviewed May 31 to June 3 favor retaining the 55 mph highway limit. Four percent decline to answer, 24 percent oppose. The lower limit was set earlier this year to conserve fuel, with fatalities cited as a key reason to keep it.
Fayette Howard County sheriff says Sandra Strope faces two warrants for first degree murder in the deaths of 2 year old twins Cherie Lynn and Terie Dale Strope in a mobile home fire on June 6. Mrs Strope remained under guard at Keller Memorial Hospital Fayette after Friday night admission for a nervous disorder.

Gov Christopher S Bond and five other Republican governors are set to appear in a documentary by the Republican National Committee. The %-minute film, telecast in California in August, will show Bond visiting the state penitentiary to counter anti Republican sentiment tied to Watergate. Other featured governors include Dan Evans of Washington Winfield Dunn of Tennessee Robert Ray of Town James E Holshouser Jr of North Carolina and W G Milliken of Michigan.
In Collinsville Illinois an elderly couple Joseph Toupnot 71 and Alice 63 died from gunshot wounds in their home in what police label as murder by own action. Grandson Dennis Toupnot 20 found the scene after his grandfather reportedly told him to leave. Deputy sheriffs arrived and found the man with a gunshot wound to the head. he died before aid could reach him.
Mr and Mrs James Anthony Hinton of New Florence are the parents of an 11 pound 7 ounce girl born at Audrain Medical Center at 9 25 a m on Saturday. Mrs Hinton works for the Binkley Company in Warrenton.

Admiral Elmo R. Zumwalt said he turned down the Veterans Administration chief offer from the White House at Nixon’s request. He retired as chief of naval operations and cited unsympathetic domestic politics and stagnant Vietnam veteran benefits as barriers to new programs.
President Nixon signed bills totaling 179 million dollars for cost of living pension increases for disabled veterans and others and extending unemployment benefits for about 100,000 people in 24 states. He also authorized raising the national debt limit to 495 billion dollars and allowed continued government spending at current pace for three months while Congress works on regular appropriation bills.
