Born Aug 4 1903 near Vandalia, he was a farmer and a National Farmers Organization member. Survivors include his wife Virginia, daughter Jo Ann Ardell Jr, son E Randall Northcutt, five grandchildren, two sisters and a sister in law. Funeral services are pending at Arnold Funeral Home.

Government eyes summer gasoline rationing plan
Washington AP A federal energy official said the government faces its greatest pressure to impose gasoline rationing this summer as demand rises. John Sawhill deputy director of the Federal Energy Office said a plan unveiled by his office could take effect on 60 days notice. The plan may rely on coupons bought and sold on the open market with a total of 17 000 workers administering it. If used motorists would receive coupons through a four quarterly distribution and pay three dollars for each three month supply. Areas with lower population density or weak transit would get larger rations. Sawhill noted a current gasoline shortfall of 1.2 million barrels a day but would not predict if a rationing trigger would occur this spring or summer.
