A voluntary task force from the Mental Health Association and allied groups has adopted a drug legislation package for 1971. Rep. Kenneth Rothman will introduce key measures, including prescription-only narcotics, drug education in schools, and misdemeanor penalties for small marijuana possession. Proposals also call for a new alcoholism and drugs advisory council, confidential treatment for minors, court-ordered hospital treatment for addicts, and an interim legislative committee on drug legislation to guide future updates. Warren Welliver said the package is a realistic revision plan to present to the governor for the 76th General Assembly.

Dole’s quiet Senate life shapes a White House bid
Dole grew up in Russell Kansas where his father ran a cream and egg station. WWII left him paralysed for months and he still has limited use of his right arm. In Washington he is a talkative, approachable figure who builds alliances through committee friendships. He believes Nixon remains unbeatable if the economy improves and Vietnam ends. He expects to be a frequent White House visitor and notes he always offers his left hand first.
