Officials argued legalization with strict control may reduce harm, though some doubted voter support. The measure would make prostitution a misdemeanor with penalties for procurers and prostitutes, while customers would not be charged. The hearing also covered bills on arrest records, faulty products, and a gubernatorial call for legal reform.
