Admiral Captain Won't Face Trial
Washington reports two senior Coast Guard officers Rear Adm. William Bilis and Capt. Pletcher W. Brown Jr retired to avoid courts martial over the failed defection attempt of Lithuanian Kudirka. The incident off Martha's Vineyard prompted House criticism of Volpe and a Coast Guard inquiry that faulted the officers and the State Department. Kudirka was boarded by the Soviet ship and later removed to the Soviet vessel after a chaotic scene aboard the Vigilant.
