Goldberg Opposes Creation of New National Court of Appeals
Former Supreme Court Justice Arthur J. Goldberg says he opposes a proposed National Court of Appeals arguing the United States Constitution requires a single Supreme Court. He doubts its constitutionality and says the current court can handle frivolous petitions within existing law. The plan would move most appeals to a new seven-member court with final rulings, while only about 400 to 450 cases would reach the Supreme Court.
