Democrats Back Grain Storage Bill

Congress weighs a national food bank with about 1.5 billion dollars in grain, at roughly 215 million annually, amid opposition from the Nixon administration and the American Farm Bureau. The House Agriculture Committee backed the plan 21 to 10, with farm groups backing, while potential add-ons could raise loan levels and cap subsidies. The bill envisions government buying wheat and feed grain to stock reserves, released during price spikes or emergencies, and stored in producer or commercial facilities. Rep Neal Smith leads the measure, urging Secretary Earl Butz to back it, while Butz proposes a corn purchase plan instead to firm prices.
