Boulder Police rule on living with unmarried partner overturned
Boulder District Court Judge William Neighbors ruled that the police department policy barring officers from living with women out of wedlock is unconstitutional. Ted Kozanecki, demoted from lieutenant to patrolman last January for living with an unmarried woman, must be restored to lieutenant with full back pay. The judge said privacy matters at home do not affect officer usefulness unless actions impair performance. Kozanecki, 42, with 15 years on the force, had a previously superior rating.
