Kansas school financing ruled unconstitutional by judge
Johnson County District Court ruled the Kansas system of funding elementary and high schools unconstitutional due to unequal aid formulas. The judge ordered the legislature to restructure by July 1, 1973 and enjoined current financing while reallocating funds to avoid wealth-based disparities. The ruling cites the school foundation plan as a key driver of inequality and notes ad valorem taxes alone are not a judicially manageable fix.
