McGovern outlines tax reform plan targeting growth era
McGovern criticizes Nixon economic policy and tax tactics and details a broad tax reform package. He proposes taxing capital gains at death, creating taxable municipal bonds with a 50 percent federal subsidy, revising the investment credit and repealing overseas tax breaks, and replacing welfare with a form of guaranteed income funded by closing loopholes and trimming defense. He contrasts his plan with Nixon, arguing it would raise roughly 22 billion dollars and benefit the majority through cash payments or tax breaks.

Missouri Amendment Vote Passes by Wide Margin
Missouri voters approved four constitutional amendments to reorganize state government by a roughly two to one margin in the August 8 primary. Official canvass shows 460,782 for and 236,450 against, a 224,332 lead. The plan creates 14 new departments and consolidates 87 executive agencies and 440 programs under state government. Senate leader James C. Kirkpatrick called the result a mandate to reduce overlap and improve efficiency through thorough review of boards and commissions. He cited an oil slick investigation as example of why restructuring matters.
