Junk-Draft Debate Starts
Senator John Stennis said an all volunteer army would cost at least 4.3 billion dollars yearly, and the plan, backed by Hatfield and Goldwater, faces Senate committee hearings this year. Stennis called the amendment irresponsible while Hatfield framed it as enforcing Gates Commission recommendations to abolish the draft for volunteer inducements.
