Phelps Tells How He Won Close Race

Kansas City AP. State Rep. William C. Phelps led late Wednesday by 2200 votes in the Missouri lieutenant governor race, with about 550 GOP absentee ballots and five rural precincts outstanding. He credited Missouri wide strategy combining Kansas City turnout with strong out state support, said minimal campaigning due to funds, and noted his plan to make the job full time. Phelps praised visiting counties, thanked his wife Joanne, and planned coordination with GOP gubernatorial nominee Bond. Badaracco conceded the result. The winner will face Democrat Jack J. Schramm in November.
