Final Touches On New Farm Measure
Washington AP reports House and Senate conferees near completion of proposals for four year farm and food aid programs. They approve a 5.6 billion food stamp plan through 1981 with boosts to wheat and feed grain supports and tighter working parent and urban shelter cost rules. About 340,000 of 5.22 million food stamp recipients could be disqualified when rules take effect. Conferees back a 13.5 cent per pound sugar program raising retail sugar prices, and retain a 10 percent ceiling on food stamp costs. They also push to define ice cream by milk solids, likely drawing FDA scrutiny. President Carter’s signature anticipated before programs expire Sept. 20.

Mexican Gas Pipeline Aims to Feed U S Markets
Pemex and a six firm U S consortium sign a memorandum of intention to sell almost $2 billion worth of Mexican natural gas annually to the United States. About 2 Bcf per day would flow from Reforma fields to a McAllen terminal and into southern markets by 1980, easing U S winter shortages and helping Mexico pay down debt. A full agreement awaits federal approval amid Canadian pipeline delays and regulatory review.
