Congress Rebels Back Establishment in Early Votes

Congress members from marginal districts show independence in early votes, backing the House establishment on key measures. In two roll calls this year the bipartisan bloc opposed limits on government funding for supersonic transport and a one-year draft extension, suggesting voter sentiment in swing districts influences lawmakers more than party leaders. Rep. Fred C. Schwengel and Rep. Richard G. Shoup are highlighted as examples of incumbents shifting toward constituents’ views, with dozens of marginal-district members voting for the draft extension and against the SST, while overall margins in the votes show tight splits and a trend toward independents in roll calls.

California may tax cars by compression ratio from 1975, to be considered without a waiver.
