After four weeks of effort to persuade Moscow to adopt a new approach, U.S. officials say Brezhnev remains opposed and no major changes were offered. Geneva talks starting May 11 are dismissed as mere charades until leaders break the impasse. Carter, Vance, and Brzezinski have yet to secure a shift from Dobrinin, with Gromyko to meet next month.
