Flanigan Agrees To Limited Appearance Before Senate
White House aide Peter M. Flanigan says he will testify before the Senate Judiciary Committee if questions are limited to his role in hiring a consultant for the Justice Department antitrust suit against ITT and his meeting with ITT president Harold S. Geneen. Democrats oppose conditional testimony and an executive session may decide if the offer is acceptable. Ramsden, the consultant, testified Flanigan asked for a financial analysis of ITT’s vesting of Hartford Fire, but Ramsden said no recommendations on settlement were sought.

Laird says no peace talks while North Vietnam invades
Secretary Melvin R. Laird told the Senate Foreign Relations Committee it would be irresponsible to negotiate peace while North Vietnamese forces violate the DMZ. Russia to continue arming North Vietnam says Krasnaya Zvezda
The Soviet defense ministry paper Krasnaya Zvezda affirmed continued "necessary assistance and support" to North Vietnam despite U.S. claims that weapons shipments entail shared responsibility for U.S. air raids.
