Amnesty and the draft evaders and deserters debate
The piece argues against universal amnesty for those who refused or dodged service. It cites Defense Department figures showing 28 661 deserters at large with 2 323 abroad, and Justice Department data listing 4 600 draft evaders under indictment. It notes some 500 000 service members between 1963 and 1973 received less than honorable discharges and asks whether they should be pardoned, while reviewing historical amnesty since 1795 and the lack of unconditional postwar pardons for deserters or evaders. It ends by posing questions on accountability for these groups and for those with honorable discharges.
