The Texas shoplifting law signed March 26 by Gov. Price Daniel takes effect immediately, raising penalties for repeat offenders. Accused shoplifters are tried in County Court with prior convictions used to escalate punishment from up to six months and a $500 fine for a first theft, to mandatory jail and larger fines on subsequent offenses, up to an automatic felony on the third offense.

Ringleaders Named In Prison Riot At Springfield
The U S prison riot at the U S Prison Medical Center in Springfield involved 106 inmates with five guards held for 16 hours. A 123 officer assault freed them using a bulldozer and tear gas. Three ringleaders unnamed by officials. All five guards injured, one seriously. No guns were found on prisoners, only knives. The warden cited no clear motive and said rioters may or may not be malcontents.

In a 195 to 129 standing vote the chamber rejected an amendment delaying the key provision to only future legislation.
