RICO Bill would reform state asset forfeiture laws

The bill sponsored by House Speaker Mark Killian would raise proof standards in forfeiture cases from probable cause to preponderance of the evidence, centralize asset collection, and allow uninvolved third parties to retain property. The Tribune analysis of 4,000 cases found many seizures occurred without charges, with low level possession often treated as a cash cow for police. Some Democrats push additional changes, while Republicans limit scope to maintain legislative support.
