Arizona proposes a competency based diploma requiring passing tests in language arts mathematics science and social studies as part of the Arizona Student Assessment Program. The Board of Education will meet at 10 a.m. Monday at the Department of Education in Phoenix to discuss. If approved and certified the policy would apply to ninth graders entering in 1995 and beyond.
