Across the East and South temperatures plunged to record lows on Sunday as water mains and power lines snapped. At least two deaths were linked to the cold. A hiker was found dead on Mount Jefferson New Hampshire after his companion hiked through heavy snow and 100 below wind chills to seek help. Derek Tinkham, 20, of Saunderstown R I, could not continue due to cold and fatigue. Mount Jefferson registered 30 below with gusts to 90 mph. In Eagle Grove Iowa an elderly man with Alzheimer's died from exposure after wandering away. Halleck Minnesota saw about a quarter of its 1300 residents seek water at neighbors and City Hall as a water tower pipe froze and mains broke. Watertown New York registered 43 below, the coldest in the Lower 48. Adams North Dakota, a town of 250, lost water after four main breaks since Thursday.

Peace talks in Washington resume January 24 amid past deadlock over the Golan Heights. Rabin cautioned that timing and costs define any possible deal.
