Subpoena blocks release of Clinton papers
The subpoena for White House documents on the Clintons half ownership in an Arkansas venture limits public access. Justice Department and grand jury participants face penalties for disclosures. Five boxes were delivered, about half of the materials. FOIA requests and civil suits seem unlikely to obtain the information. Senate leader Dole criticized the arrangement. Janet Reno signaled possible court-appointed counsel if Congress passes a new ethics law.
