State panel backs plan to overhaul juvenile court and CPS

The Arizona Criminal Justice Commission split 9-6 to send reforms to the Legislature a bid to replace juvenile courts and Child Protective Services with neighborhood one stop centers. The proposal would divert first and second nonviolent juvenile offenses to county centers and transfer three nonviolent offenses or any violent crime to adult court with possible youth corrections. Maricopa County Attorney Rick Romley praised the plan as essential to reform a failing juvenile justice system.
