The vote triggers a broader fight over penalties and the fate of death-penalty cases while other provisions include Pell grant funding for inmates and a 6,000-border-patrol staffing over five years. The Clinton administration opposed the amendment, saying inmates do not get barred from Pell grants. A separate 312-116 vote authorized grants to prisoners in federal or state facilities. The package also addresses privacy protections for motor vehicle records and other reforms.
