A discussion in territorial papers centers on Act No. 17 defining homicide and repealing sections 276 277 278 of Arizona Penal Code. The act prescribes murder first and second degree penalties and takes effect after passage. Critics warn the repeal leaves no punishment for pre March 16 1897 killings and question governor approval.

Articles of Incorporation for Mesa Hay and Grain Co list AJ Chandler C L Atkins and HS Peterzon as organizers in Maricopa County Arizona. The company will buy and sell hay grain alfalfa and soil products and may borrow money pledge property and secure debts. Capital is ten thousand dollars divided into one hundred shares of one hundred dollars each. Board of Directors will be three persons serving until January 1899.
