Spoof Conrad Black Stamp Passes Through Ottawa Mail
Darrell Tingley, president of the Canadian Union of Postal Workers, mailed a spoof Conrad Black stamp from Ottawa that arrived at the Ottawa Citizen with postage insufficient. CUPW urged free mail during Christmas, saying workers would be busy. Canada Post officials say such underpaid mail is being caught but no rush to abuse the system.
