Fudged Samples Described in Walkerton Water Probe
Franks Koebel, foreman at Walkerton utilities, testified at a judicial inquiry that water sample labeling was routinely falsified to save time. He admitted taking samples at wells then labeling them as taps, sometimes using addresses of his brother Stan Koebel or his mother in law. He said municipal offices were sometimes listed as sampling sites. He claimed little understanding of water-testing importance or guidelines.
