The defeat of Lodge s amendment to the peace treaty pro Viding that the economic privileges on the Shantung Peninsula shall be restored to China May be taken to mean the Early ratification of the treaty and league of nations covenant by the Senate. Only three of the foreign relations committee s 45 proposed amendments remain to be acted one relating to a Merican representation on the reparation commission and two to equalization of voting Power in the league Assembly. The majority of the Senate has made it Clear that is is opposed to amendments which would make necessary the recommitment of the treaty to the principal signatories and would mean a delay of perhaps Many months. If the Shantung Amend ment had been approved. Great Britain France and Japan of course have refused assent. It is America can per form its part towards China by a a refusal in the Senate chooses to go that far to be bound by the treaty pro vision on Shantung. To attempt to lift the provision out of the treaty was out o f the question. Who participated in the peace conference express no doubt that Japan will withdraw from Shantung in a Short time the treaty requires Germany to hand Over to Japan All the documents relative to Shantung within three months after the treaty comes into Force. Japan has promised that when this is done she immediately will take Steps towards restitution in a for of China. She has pledged herself to restore to China sovereignty and its full exercise Over the territory in question. She has made certain definite promises which if carried out Wil merely place her on a with other nations which have con Cessions in China. The sympathy of America is with China in this matter. We did not like the seeming that the German rights Given under duress should pass to Japan As in payment of services to the allies from which China derived nothing but a change of Mas ters. But Japan s subsequent statement of conditions clarified the situation to some extent at least.
