Ottawa July 25 The United States plan to modify the league covenant to exclude Canada and British dominions from equal council representation faced opposition from Justice Minister C J Doherty. He warned that denying Canada a distinct seat would strip the dominion of its rights and refuse ratification of the contract with the empire.
