Renew recreational trail plans for Penn Central line
A renewed plan to create a recreational trail along the abandoned Penn Central right of way from Joliet to Chicago Heights moves forward with Corlands and IDOT. A consulting contract frames Corlands as IDOT’s trail consultant while negotiations with John Kramer await signature. If finalized, IDOT would use condemnation powers to acquire the line and a joint management plan with area municipalities and park districts would be developed. Community input meetings are planned, with about a year to work out details before condemnation could begin. Renewed state involvement could ease local financing, reviving a project that stalled after ownership and title issues a year ago.
