Gov signs new Illinois laws on districts snowmobiles and tax relief

Governor Jim Edgar signed laws authorizing Rich Township Water Reclamation District annexation of two unincorporated areas to keep water sewer service and lower taxes. A new snowmobile alcohol testing scheme mirrors drunk driving penalties, with breath, blood and urine tests and license suspensions for failures and convictions. Senior citizens receive privacy protections for the property tax assessment freeze, with income under 35000 eligible and public disclosure limited to counts. Additional reforms set funds for school bus driver checks and allow threefold civil damages for vandalized vending machines, plus criminal penalties for related theft and the sale of theft aids.
