Tax deal would shift state and local share of surcharge
Illlinois state and health care providers debated a deal to fund a 1.5 billion Medicaid program. Proposals would shift surcharges, with 75 percent to the state and 25 percent to cities in 1994, then 100 percent to the state in 1995 and 1996, while local shares change. Measures include cigarette tax hikes and a new tobacco tax to offset granny tax reductions. Critics warned of bootlegging and hospital cuts if reforms failed.
