State budget deal wobbles on surcharge plan
Springfield lawmakers faced a rattled end to budget talks as a 0.25 percent income tax surcharge and a cigarette tax hinged the plan. Democrats and Republicans split over timing and votes, with House and Senate support wavering and tollway funding escaping untouched as talks stalled toward the Fourth of July holiday. If passed, the plan would lock in about 344 million dollars yearly while trimming spending and reshaping local share of tax revenue, but the path to approval remained unclear.
