Harold Back, owner of Park Forest Centre, built a $22 million shopping-center portfolio over five years. In Muskegon and Beloit his aggressive deals drew praise for results yet criticism over methods. He bought Muskegon Mall for 3.8 million, faced tax and property disputes, then sold years later. Beloit officials say they were eager to save the mall, but wary of the approach, with Elder-Beerman anchoring the project and future debt repayment projected at about 400 thousand dollars annually.
