Reform of TIF tax districts stalls in Springfield
A bill to overhaul the 21 year old tax Increment Financing district law stalled in a conference committee. State Sen Christine Radogno said momentum exists as the General Assembly plans to reconvene January 11 with the new session on January 13. The measure would restrict use of revenues and tighten district contiguity rules amid debates over school funding and municipal growth. Brown and other negotiators expect passage, with provisions allowing noncontiguous districts only in Chicago and the 10 largest downstate municipalities.
